Under the general policy guidance from the Mayor and City Council, the city administrator and administrative office plan, organize, integrate, fiscally control, direct, review, administer, and evaluate the activities, operations, programs, and services of Highland City.

Official Duties
The city administrator serves as the chief administrative officer of the City and has direct responsibility for:
  • Carrying out the policies, programs, and ordinances determined by the City’s elected officials
  • Developing, presenting, and implementing the City’s budgets
  • Ensuring City government operations and functions effectively serve Highland City’s residents, businesses, and stakeholders
