This department is responsible for ensuring that adequate controls are maintained over the use of the City's funds. Service components include maintaining the City's accounting system, auditing bills, managing the payroll function and purchasing procedures, assisting the city administrator in the preparation of the budget, and collecting user fees and utility payments.

Budget Preparation
Highland City operates on a fiscal year which runs from July 1 to June 30. The Finance Department assists the city manager in preparing a comprehensive budget which is submitted to the City Council for review in April.

Public hearings are held in May and June, and a final version is adopted by the City Council by June 22. By state law, the City Council must adopt the budget unless there is a proposed property tax increase, which requires a truth-in-taxation hearing to be held in August.

Taxes & Assessments
Property assessments are usually announced by the county assessor in August. Property taxes are collected by the Utah County treasurer for the City, and various other taxes are collected by the state and remitted to the City.
