Winterizing your Pressurized Irrigation System
Each year Highland City winterizes their pressurized irrigation system on or around October 15th. Once their system is completely drained, the water will remain off until April 15th. Residents should turn off their shut-off valve located at the point of connection between the City and their private system as part of their winterizing process.
Water Conservation Ordinance
The Highland City Council has recently taken measures to formally adopt an Ordinance governing outdoor watering. This ordinance sets forth days and times that watering can occur and also establishes a penalty for those in violation.
The new Ordinance is meant to not only help us conserve water, but also to help with the functionality of the PI system city-wide.
Even Numbered Street Address: Monday, Wednesday, and Friday
Odd Numbered Street Address: Tuesday, Thursday, and Saturday
No Sunday Residential Watering, allowing the storage facilities to fill.
Watering hours shall be from 6:00 p.m. on the assigned day to 10:00 a.m. the following day.
Penalties for those found in violation of the above watering schedule:
1st Violation: Highland City will issue a written warning via a door hanger and deliver a copy of the ordinance by mail.
2nd Violation: A $100 fine will be included on the next month utility bill
3rd Violation: Water service will be locked off and a $200 fee will be required to remove the lock and reinstate service.
Subsequent Violations will be subject to Section 13.30.380 of the Highland City Municipal Code.

Highland City has sandbags available for purchase by residents who are concerned about possible flooding at their homes. Sandbags may be purchased at a cost of .20 cents per bag. Sandbags may be purchased at City Hall during regular business hours. Please contact the Public Works Department at (801) 772-4515 for more details.
