General Plan

About the Plan

The General Plan (PDF) is the official policy basis of the City Council to guide the private and public physical development of the community. It represents the City's determination of the amount and type of development needed to achieve the City's goals. The plan is a living document designed to change in response to changing conditions. The plan is reviewed biannually and updated every five years.

Moderate Income Housing Report

The State legislature requires Highland City to submit a progress report on how the city is progressing on the implementation of strategies chosen in the Moderate Income Housing Element of the General Plan. The report is updated annually.
