Interlibrary Loans

Overview

Interlibrary loan service is a service libraries use to make a wide range of materials available to patrons. This service, as it relates to the Highland City library, extends the scope of our collection, allowing us to borrow materials we lack and potentially provide our materials to other libraries.

The conditions of this service are set by the Highland City Library Board Policy; the Interlibrary Loan Code for the United States, 2001; and the Copyright Act of 1976, Title 17. U.S. Code.

Eligibility

The Highland City Library will make every effort to exhaust its own resources before resorting to the interlibrary loan service. When the resources are not available at the Highland City Library, interlibrary loan service will be made available to all eligible patrons of the Highland City Library, in good standing. All interlibrary loan requests must be signed before the library requests the item.

Circulation

Items borrowed from other libraries, and circulated to our patrons, will be governed under the Highland City Library Circulation Policy. No material will circulate more than the period as defined in the policy. The library will not request items newer than 3 months except for legitimate research needs. The library reserves the right, at the discretion of the Library Director, to restrict items to in-house usage for security or protection of the item, or at the lending library's request.

Materials not returned by the due date will be assessed a fine of $1.00 per day with the maximum fine set as the cost of the title, as determined by the lending library. If the material is not returned by the patron to the Highland City Library one month (30 days) after the due date, the patron will be subject to at $20 Interlibrary Loan Service Fee plus the price of the borrowed material if that material is not returned. If the item is not returned and the library finds it necessary to pay for the replacement of the item, the patron must pay full replacement cost, plus fees.

All material on loan is subject to immediate recall, and the Highland City Library will comply promptly.

Fees

A fee of $3 will be due for each interlibrary loan request. The fee is non-refundable.

When materials are received from other libraries, they will be held 7 days. If the materials are not picked up in that time, they will be returned to the lending library. If the patron wishes, the library will request the same title again but the patron will be required to pay the regular $3 fee. Interlibrary loan items may be renewed, if the lending library agrees. The patron must immediately return the item if the item is not renewed.

Other Information

Patrons who do not pick up five or more ordered items in three years will have their interlibrary loan privileges suspended. Interlibrary loan service will be suspended for any patron who abuses the privilege. The library reserves the right to refuse to accept an interlibrary request if, in the judgment of the library, fulfillment of the request would involve violation of copyright law.

Statistics will be kept in accordance with local and state guidelines and requirements.

The Highland City Library will serve other libraries within the state of Utah, any library outside of all other arrangements with which traditional but less formal agreement exists, and any library which complies with the Interlibrary Loan Code of the United States, 2001* . Loans are generally made to libraries not to individuals.

Materials, which ordinarily circulate to the Highland City Library users, may be sent out on interlibrary loan. The decision to loan material is at the discretion of the Highland City Library; for example, an item that is in high demand by Highland City Library patrons will not be available for interlibrary loan.

If an out of state borrowing library does not return the material one month (30 days) after the due date the borrowing library is subject to a $10 interlibrary loan service fee plus the price of the material if the material is not returned.

Duration of Loans

The duration of the loan, unless otherwise specified by the Highland City Library, will be as follows:

A standard interlibrary loan item (book, book on CD, music CD) will check out for five (5) weeks from the Highland City Library. This will allow one (1) week of transit to the borrowing library, three (3) weeks on loan to the borrowing library's patron, and one (1) week for transit to bring the item back to the Highland City Library. Renewals will be a three (3) week period according to availability and Highland City Library patron demand.

A audio/visual interlibrary loan item will check out for three (3) weeks from the Highland City Library. This will allow one (1) week of transit to the borrowing library, one (1) week on loan to the borrowing library's patron, and one (1) week for transit to bring the item back to the Highland City Library. Renewals will be a one (1) week period according to availability and Highland City Library patron demand.

All material on loan is subject to immediate recall based on the need for the material by a Highland City Library patron or patrons.
